''Secrets Every Smart Traveler Should Know,'' which is playing an open-ended engagement at the Triad Theater, maintains a higher-than-usual batting average for this kind of arch early-1960's-style musical-comedy revue. And one of the secrets of its success is its cheery salaciousness. As he and his ex-wife, Amanda Prynne (Liz McConahay), sip martinis and swap bon mots, he pours them fresh drinks and announces ''bottoms up,'' whereupon she retorts, ''I don't want to hear the sordid details.'' .
